High Leigh Garden Village is a former Green Belt site in Hoddesdon, Broxbourne where Lands Improvement and Taylor Wimpey have a joint venture to deliver homes.

Part of the site comprises 97 acres (39 hectares) of agricultural land and benefits from planning permission for a residential/mixed-use development incorporating  539 units, a 1FE primary a shop, nursery, commercial floor space, public open space and allotments.

The development is a sustainable location with excellent links to Hoddeson town centre and local facilities, as well as links to  green spaces and the open countryside, making it an ideal choice for those looking to put down roots in a location that provides great connections to London and destinations throughout Hertfordshire Harlow and St Albans.

Lands Improvement retains approximately 100 acres of land adjacent to the Garden Village that it continues to promote as a sustainable development opportunity in emerging reviews of the Local Plan.

Project progress

Lands Improvement invested over £7m towards the construction of a new roundabout off Dinant Link Road, ground preparation and bringing utility services to the development areas to enable the first phases of housing.

In 2019, we entered a joint-venture agreement with Taylor Wimpey to deliver part of the site, incorporating 350 residential units, of which 21% is affordable housing, and includes a two-form entry primary school. Further planning permissions has increased the delivery of the joint venture to 404 units.

The remainder of the consented land, including a further 135 residential units, a care home, and mixed-use hub is on the market with Savills. In March 2023, an application was submitted for an additional 19 units within the retained land, which would bring the total remaining yield to 154 units.

Since adopting its Local Plan in 2020, Broxbourne Borough Council has not progressed a review, or begun the process of producing a new Local Plan. Lands Improvement await further opportunities to promote the site as a further high quality garden village development.

Location

The High Leigh Garden Village development land is located on the western edge of Hoddesdon in Hertfordshire, between the town and the A10, both to the north and south of the Dinant Link Road (A1170). Central London is circa 20 miles to the south of the property, with Junction 25 of the M25 located approximately six miles away.
